Shillong, Nov 20: Chief Minister Conrad K Sangma has announced that the Health Department will be first to implement the outcome-based budgeting (OBB).
Speaking at a function to inaugurate the Operation Theatre Complex at Sohra Community Health Centre, Saitsohpen yesterday the Chief Minister said that outcome-based budgeting is result oriented and measures the performance of departments.
“We are now going to give you funds based on what you need and aligning with your performance,” he said.
OBB is a reverse way of budgeting but effective, allowing the government to cater to local issues and problems, the Chief Minister said.
He stated that Meghalaya has seen a rapid decrease in maternal mortality because of a concerted effort focussing on the actual problems. “It’s not always the big investments but small interventions and steps that can make a difference,” he added.
Sangma noted that the health sector is an integral part in tourism and said the Sohra CHC is an important asset for the people, providing essential medical services and care reducing the need to travel to Shillong and other places saving time, money and resources. It isa also equally important for the tourists as having good health services is important for tourism,” he added.
The OT Complex is expected to improve access to essential and emergency surgical care locally reducing travel to Shillong and other places providing financial relief to patients and their families.
The Chief Minister also laid the foundation for the Sohra Market Phase-II and urged the youth to take advantage of the different schemes of the government.
He also informed that the road from Umtyngar to Mawsmai has been taken up by the World Bank.
