Following orders from the Meghalaya Rights Commission (MHRC), the state government appointed A. Mawlong as the inquiry officer to look into the allegations raised by the Non Gazzetted Employees Association (NGEA) of the Garo Hills Autonomous District Council (GHADC).
The NGEA, through its lawyer, P.T. Sangma had approached the MHRC seeking a redressal of its grievances where it alleged that 21 people (including family members) had lost their lives after remaining unpaid for the last 28 months.
