Shillong, Mar 6: A FIR has been filed against Chief Minister Conrad Sangma, West Garo Hills Deputy Commissioner Vibhor Aggarwal and others for their alleged illegal distribution of land pattas in Danakgre Akhing.
The FIR was lodged by the Nokma (village chief) Enilla Ch Marak, and her daughter, Amanche Ch. Marak at the Arai mile Police Station, West Garo Hills district on Thursday.
The Nokma and her daughter also requested to register a case against the Channing N. Sangma, the National People’s Party candidate for the Garo Hills Autonomous District Council elections), J.D. Sangma, Chairman of Tura Municipal Board, the DC and Additional Deputy Commissioner (Revenue) along with any officials/leaders who initiated the patta distribution in Danakgre Akhing.
In the FIR filed, the complainants stated that a petition was filed before the High Court of Meghalaya at Shillong (WP (C) No. 671 of 2025) against the Meghalaya government, the Deputy Commissioner, the Deputy Commissioner (Revenue), and others, challenging the illegal settlement of land by arbitrarily labeling localities in Danakgre Akhing as government land. The matter is subjudice, and notices have already been issued to all respondents last year.
“Despite the pendency of the matter, early this year we came to know that a list of residents, along with plot numbers, classification of land, and rates of land pertaining to the unlawfully claimed government lands, has been circulated,” the FIR stated.
On February 11, 2026, the chief minister personally distributed pattas to residents in Nikwatgre locality, which falls under Danakgre Akhing.
“These pattas are being forced upon residents on payment of hefty amounts when the matter is still pending in the court,” the complainants alleged. “Since the matter was pending before the High Court, the issuance and distribution of pattas grossly violated the constitutional rights of traditional heads recognised under the Sixth Schedule. The act of distributing pattas amidst ongoing judicial proceedings amounts to contempt of court and infringement upon our customary and constitutional rights,” the FIR stated.
