The NPP received a total 35 contributions in 2022-23 amounting to Rs 7.47 crore.
Of the 35 donors, eight of them are corporate/business houses and 27 are private individuals.
However, out of the 35 contributions, nine of them were declared without PAN details and one with missing/incorrect PAN details. 25 of the contributions were with PAN details.
This is a per a report prepared by Association for Democratic Reforms (ADR) which focused on donations above Rs 20,000, received by the national political parties during the financial year 2022-23 as per details submitted by the parties to the Election Commission of India.
According to the ADR report, Rimiful Shylla, wife of cabinet minister Sniawbhalang Dhar, was the top donor to the NPP. She donated Rs 4 crore to the party.
The report also stated that all 35 donors have not declared the dates of payments of all the donations.
The report also stated that NPP collected four donations of Rs 87 lakh having incomplete cheque/DD details where cheque number, bank details on which it was drawn and the date on which the cheque was received/encashed is not provided.
“Thus, without the complete cheque/DD details, it would be a time-consuming process to link the donors against their donations and hence, trace the money trail,” it said.
The ADR report also observed that NPP submitted the contribution report to the Election Commission after a delay of 58 days.
ADR also said that the sources for the data used in the report are the audited accounts and donations reports submitted by the national political parties to the Income Tax Department and the Election Commission of India.
“ADR does not add or subtract any information, unless the Election Commission changes the data. In particular, no unverified information from any other source is used,” it added.
