The State government has officially notified Meghalaya Street Vendors (Protection of Livelihood and Regulation of Street Vending) Scheme, 2023 framed under the provisions of the 2014 act.
The Shillong Municipal Board informed that the scheme aims to safeguard street vendors’ livelihoods, regularise street vending, and create a supportive environment for their trade.
Based on the scheme, the board had decided to conduct a digital survey for identification of street vendors in Shillong. The survey will be taken up at Khyndai Lad, Jail Road, Barik, Malki-Dhanketi, Laitumkhrah and Polo from December 4 to December 16.
The board today said that identification and registration of the street vendors will be transparent which will be conducted by respective Town Vending Committees (TVC).
A set of criteria has been laid down for being identified as a street vendor. These include identity proof, prove that he/she has resided for at least three years in Meghalaya and evidence of engagement in street vending in the same locality for a minimum of six months prior to the survey notification.
The registration period of a street vendor is valid for five years. Street vendors will be provided with a certificate of vending (CoV) to be issued by the TVCs. A unique ID card, certifying the right to vend in a specified area, which is valid for one year, will also be given to street vendors.
The board further informed that the government along with TVCs are preparing city/town street vending plans to demarcate vending and no-vending zones.
“The scheme outlines a fair and transparent allocation process for vending spaces, ensuring accessibility without discrimination and also has a health and safety guidelines, which a street vendor must follow to prioritise public well-being,” the board said.
Stating that the government under the scheme envisions vibrant street vending as a hallmark of its cities and towns, the board said the initiative not only opens economic opportunities but also aims to enhance the overall quality of life for citizens.”
