The Khasi Hills Autonomous District Council (KHADC) has decided to involve itself more in the issue of migrant influx by amending existing acts and bringing in new regulations.
Deputy Chief Executive Member Pynshngain Syiem said that amendments will be introduced to the existing Elaka Administration Act and Appointment and Succession of Chief and Headman Act to check and regulate the entry of outsiders.
“This means that the entry and exit of the outsiders will be allowed with certain regulations that the Hima and Dorbar Shnong will have to follow as per the council’s direction to control influx within the jurisdiction of the council,” Syiem said.
On the rampant menace of drug peddling and addiction, he said that the KHADC has decided that the Law and Elaka Departments will bring amendments that will also be linked with central laws so that everything will be clear in relation to tackling drugs.
On the rules pertaining to land, he said that the Dorbar Shnong, Raid and Hima will issue land documents under their jurisdiction and these have to be shared with the district council. This is in order to prevent selling the same land twice and banks will have to accept these certificates.
The KHADC will also fix the fees charged by the three aforementioned local traditional bodies so that buyers/sellers do not have to pay exorbitant rates.
