Dist Councils can no longer issue labour license

The Khasi Hills Autonomous District Council (KHADC) can no longer issue the labour license to migrant workers.

KHADC Chief Executive Member Titossarwell Chyne today said that since the notification of the new labour act by the State government the power to issue labour licences now lies with the Labour Department of the State government and not with the district councils.

Last year, the State cabinet had approved the draft rules of the Meghalaya Identification, Registration (Safety & Security) of Migrant Workers Rule 2020 to regulate the unbridled entry of migrant labourers. It was subsequently passed in the Assembly.

Chyne however said after the State government approved Meghalaya Identification, Registration (Safety & Security) of Migrant Workers Rule 2020, the KHADC amended the United Khasi-Jaintia Hills (Trading by Non-Tribals) Regulation Act whereby any migrant labourer before obtaining the labour license from any government department has to obtained the labour clearance certificate from the KHADC.

He also said that the KHADC is now awaiting the assent of the governor on the amendment to the act.
