The Non Gazetted Employees’ Association (NGEA) of the GHADC has come down heavily on the apparent statement changes of the Chief Minister with regards to revenue collection and expenditure while also questioning statements made in the current budget session on GHADC.
While earlier, the Chief Minister had put the revenue of the GHADC at Rs 2 crores and its expenditure at Rs 10 crore, the numbers were lowered during the ongoing budget session with Rs 1.2 crore as monthly revenue and Rs 4 crore required for salary clearance every month.
“The CM stated that the headcount in 2012 in GHADC was 1300. However by 2015 it had risen to over 2000 during the tenure of the Congress led EC. The appointments were arbitrary and without logic, without due procedure being followed,” said the NGEA through a release.
Reacting to the claim made by the CM that the NPP led EC had tried to streamline and reduce the employee count through a digital and roll call system, which they said was false as there was no system in place or even a payroll system for the matter.
“We condemn the statement as even now there is no single window system to record transactions in GHADC. We refuse to accept what he has said,” said the NGEA.
The NGEA questioned as to how the CM claimed that the revenue of the GHADC was a lowly Rs 1.2 crore whereas in April 2015, the revenue collection was Rs.7, 39, 94,764.
“The NPP led EC was also responsible for adding staff arbitrarily as more than 100 appointments were made in the year of 2019. The present secretary of GHADC has also appointed some orderly drivers. These appointments were also done without following the basic service rules and without any logic and definitely without following due procedures,” they claimed.
There apparently was no separate head count of the orderly staff as the money was being deposited to the account of the officers instead.
On the CM’s claim of reformation in the GHADC, the NGEA asked as to what type of reformation was being discussed.
“We really are clueless on the type of reformation that is taking place. Despite being there from 2015-20, the NPP led EC has done nothing much. There are still no service rules, finance rules, single window operators, pay roll and roll calls etc. We also want to know as to what they have done with the huge amount of central government grant they received,” they added.
