Shillong, Aug 22: A resident of Lower Nongthymmai has complained of repeated late-night loud music allegedly from Alaya Cafe & Bar – Rooftop, BM Tower, Fire Brigade Road, seeking immediate enforcement of night-time noise laws.
In a representation to the Governor, Chief Minister, Deputy Commissioner and SP, East Khasi Hills, complainant Susan Marbaniang said loud music was heard again on August 21 till very late and has become common on weekends.
“The law does not stop operating at night. A customer chooses to listen to music, a resident lying in bed does not,” the complaint said, citing the Noise Pollution (Regulation and Control) Rules, 2000 which treats 10 pm to 6 am as night time.
The complainant clarified she was not seeking closure of the business, but asking that it operate without disturbing neighbours.
She requested verification of permissions for loudspeakers, DJ equipment and amplified music after 10 pm, scientific measurement of noise levels at the premises boundary and residential areas, and surprise night inspections between 9:30 pm and 12:30 am, especially on weekends.
She also urged authorities to determine the noise-zone classification of Lower Nongthymmai, examine past complaints, and conduct regular night patrols.
